I want to apply for the course of Mechanical Engineering ( Bachelor ) for the WS

1- Do you offer an affirmation paper without language certificate for the embassy to complete my study of language in Germany ?
2- Is the application now open ?
3- could I send my documents direct to the university or should it be via Uni-assist ?
4- Can I apply now to attend the language course that starts at your university in July 2016
